The institutions of the Ombudsman of the Republic and the HCRRUN strengthen the skills of their new staff
To provide new staff assigned to the Ombudsman of the Republic and the HCRRUN with the practical skills needed to carry out their duties, equip them with knowledge of the administrative organization of the two institutions, and enable them to familiarize themselves with the missions and responsibilities of these institutions. These are essentially the objectives of an internal capacity-building workshop for new civil service staff, the proceedings of which took place from July 31 to August 1st, 2025, at the headquarters of the two institutions.
Indeed, the some thirty participants, who had little information on what the public administration expects of them in terms of performance as well as on their rights and obligations as civil servants and actors in the country’s development, were enlightened on their roles and responsibilities within their respective departments. Over two days of work, they were equipped through several presentations on topics of major interest. The presentations covered “The mission and responsibilities of the Ombudsman of the Republic”, “The process for handling complaints at the Office of the Ombudsman of the Republic”, “The Ombudsman of the Republic’s cooperation relations”, “The mission and responsibilities of the HCRRUN”, “Overview of the reparations programme of the Truth, Justice and Reconciliation Commission (CVJR)”, “The process for supporting victims”. The participants also learned about the ” Career progression of the civil servant” and the aspects related to its development.
In her opening remarks, the Ombudsman of the Republic, President of the High Commission for Reconciliation and Strengthening of National Unity (HCRRUN), Mrs Awa NANA-DABOYA, welcomed the government’s employment policy, notably through the organization of this recruitment competition in the public administration. According to Mrs Awa NANA-DABOYA, by defying budgetary constraints and recruiting thousands of new staff, the country’s highest authorities are once again demonstrating the importance attached to young people, one of whose major problems is unemployment, a scourge that affects all countries without exception. She also expressed her warm congratulations to the new civil servants assigned to the two institutions on obtaining their jobs, which open the way to their professional lives. She urged them to cultivate values such as respect for hierarchy, diligence and dedication. ” Allow me to emphasize strongly that a State job cannot be a sinecure. In this spirit, any ambiguity must be removed: civil servants who hope to receive their salaries at the end of each month without working with diligence and dedication have no place at the Office of the Ombudsman of the Republic and at the HCRRUN—two institutions whose credo is an obligation of results towards their principal and the people,” specified the Ombudsman of the Republic, President of the HCRRUN.
At the close of the said workshop, the participants addressed a motion of thanks to the President of the Council, Mr Faure Essozimna Gnassingbé, for his tireless efforts in favour of young people, efforts that have resulted in the recruitment of thousands of new staff, of whom they are part. They praised the President of the Council’s commitment to the fulfilment of young people and his unwavering support for revitalizing the Civil Service, which are a source of inspiration for each of them and a guarantee of prosperity for the country. ” We are determined to implement the lessons learned from this internal capacity-building workshop, in order to contribute effectively to the achievement of the objectives of the two Institutions that Your Excellency has established for the well-being of Togolese people,” stressed the text of the motion.
