Following the completion of the first phase of compensation, marked by a review conference held on September 26, HCRRUN announced the launch of a second phase scheduled to begin in November. In preparation for this new stage, the Institution and all stakeholders involved in the process held a working retreat in Atakpamé from Monday, October 15, to Friday, October 19, 2018. Members and staff of HCRRUN, members of the Special Compensation Fund Management Committee, representatives of the NGO AIMES-Afrique, bailiffs, and resource persons devoted these five days to planning the implementation of this phase.

Nearly 5,340 victims, including 436 vulnerable individuals, were concerned by this second phase, which marked the beginning of the implementation of the CFAF 5 billion allocated by the Togolese Government for the 2018 financial year.

As a first step, vulnerable victims would receive medical and psychological care, together with their compensation. These operations were scheduled to take place at the Institution’s headquarters in Cité OUA, Lomé.

The compensation process would then continue in the inland regions of the country, at the sites of Poles 1 and 2 (Kara and Atakpamé), for non-vulnerable victims.
