The HCRRUN intends to structure its mission into three (03) components:
Component 1: Human Rights and Social Organization (Recommendation 1, 2, 3, 17 to 33)
Component 2: Institutional Reforms (Recommendations 4 to 16)
Component 3: Reparation Program (Recommendations 34 to 68)
Means of action:
– Information and awareness-raising to ensure public ownership of the HCRRUN’s mission;
– Meetings, discussions, and sharing of ideas for achieving reconciliation objectives;
– Emphasis on the role of the population in the reconciliation process through:
- Education
- Thematic conferences
- Calls for tolerance
- Invitation to forgiveness
- Mutual acceptance of living together
SPECIFIC ACTIONS
– Propose legislative, regulatory, or institutional measures on:
- Impunity
- Guarantees of non-repetition
- Reparation
– Conduct mediation, appeasement, and preventive justice initiatives between different ethnic groups or communities
