Following the phase dedicated to non-vulnerable victims in Lomé Commune and its surrounding areas, HCRRUN is launching the compensation phase for beneficiaries from the Lacs, Vo and Bas-Mono Prefectures on Monday, 26 March 2018.
Prior to the continuation of this phase, HCRRUN issued a press release on Friday, March 23, 2018 , providing clarifications on the ongoing compensation process. This release specifies that “the CVJR and HCRRUN have never referred to damages for victims, but rather to compensation.” HCRRUN recalled that “the State’s recognition of its responsibility for the harm suffered, within the framework of transitional justice, led it to agree to provide symbolic reparations and not damages.”
According to HCRRUN, “the compensation granted to victims or their beneficiaries is based on this principle, and it is up to each victim to accept or refuse the compensation offered.”
The statement further indicates that “the compensation allocated to victims is that provided for under the CVJR Reparations Programme and cannot, under any circumstances, be subject to an upward or downward revision by HCRRUN.”
Support for the children of deceased victims
Through the same press release, HCRRUN also announced that, with regard to deceased victims, it had received instructions from the Head of State to identify the minor children of these victims at the time of the events and submit the list for his consideration in order to provide support to these orphans.
The surviving parents or legal guardians concerned will be informed in due course.
HCRRUN therefore invites persons concerned by these cases to submit written notifications in sealed envelopes, accompanied by all relevant supporting documents, including the death certificate of the parent, the orphan’s birth certificate and/or proof of nationality, among others.
