Fifth Phase of the Reparations Programme Launched in Lomé and Atakpamé
The High Commission for Reconciliation and Strengthening of National Unity (HCRRUN) has launched the fifth phase of the Reparations Programme for victims of politically motivated violence and gross human rights violations that occurred in Togo between 1958 and 2005.
While many registered victims have already benefited from the programme, others whose names remain in the HCRRUN database continue to await their compensation in accordance with the recommendations of the Truth, Justice and Reconciliation Commission (CVJR).


The compensation exercise officially commenced on 20 June 2022 and was launched simultaneously at two locations:
- Amadahomé Youth Centre, Lomé, for beneficiaries from the Golfe, Agoè-Nyivé and Avé Prefectures;
- Departmental Directorate of Social Affairs, Atakpamé, for beneficiaries from the Ogou, Agou, Kpélé, Kloto and Danyi Prefectures.
The exercise subsequently continued from 24 to 27 June 2022 in Aného for beneficiaries from the Lacs, Bas-Mono and Vo Prefectures, before concluding from 28 to 30 June 2022 in Tsévié for beneficiaries from the Zio and Yoto Prefectures.
Overall, approximately 1,600 victims were scheduled to benefit from this phase of the Reparations Programme.
Who Is Eligible for the Reparations Programme?
Eligibility for the Reparations Programme is determined in accordance with Recommendation No. 34 of the Truth, Justice and Reconciliation Commission (CVJR).
Under this recommendation, beneficiaries include:
- Any person, regardless of nationality, who suffered harm as a result of politically motivated violations or gross human rights violations committed in Togo between 1958 and 2005;
- Any person who suffered physical or psychological injury, moral harm, material loss, or a serious violation of their fundamental rights as a result of acts or omissions constituting gross human rights violations.
To be eligible, beneficiaries must have been previously identified and registered by the Truth, Justice and Reconciliation Commission (CVJR) during its official registration process.
Through the continued implementation of the Reparations Programme, HCRRUN remains committed to restoring the dignity of victims, promoting reconciliation and contributing to lasting peace and social cohesion in Togo.
