The High Commission for Reconciliation and Strengthening National Unity (HCRRUN) held a conference on Wednesday, September 26, 2018, at Hôtel La Concorde in Lomé to present the report on the implementation of the first stage of the first phase of the compensation component of the Reparations Programme.
During the conference, the Institution informed the media and invited guests of how the CFAF 2 billion allocated by the Togolese Government had been utilised. The report indicated that 2,510 victims were compensated, compared with 2,475 initially expected, representing an implementation rate of 100.41%. The overall satisfaction rate was estimated at 96.87%. “The victims who received compensation were awarded amounts ranging from CFAF 420,000 to CFAF 2,100,000, depending on the severity of the harm suffered,” stated Mrs Awa Nana-Daboya.
Despite the various challenges encountered, the Institution welcomed these results and expressed its confidence in the continued support of the Togolese people for the successful implementation of its mission.
In her opening remarks, the President of HCRRUN, Mrs Awa Nana-Daboya, recalled the context in which this phase was launched. “In those days of December 2017, it was a real challenge, not only for the Members of HCRRUN but also for all the stakeholders involved in implementing this component of the Reparations Programme,” she stated. She also took the opportunity to express her gratitude to the national authorities for the resources placed at the Institution’s disposal to carry out this mission.

Family photo at the end of the meetingThe conference was attended by the various stakeholders involved in the process, notably the Management Committee of the Special Compensation Fund (CGFSI), the NGO AIMES-Afrique, bailiffs, and resource persons. In addition to media professionals, the event brought together representatives of various ministerial departments, Institutions of the Republic, development partners, and HCRRUN resource persons.
This first stage of the first phase of the compensation programme, which has now been completed, covered victims of the 2005 political violence as well as a number of special cases. It was implemented from December 2017 to September 2018.
