Tepe Koffi Afenyo to his rightful heirs

The High Commission for Reconciliation and National Unity (HCRRUN) has proceeded with the restitution of the property belonging to the late Colonel Tepe Koffi Afenyo, former Deputy Chief of Staff of the Togolese Armed Forces (FAT), to his rightful heirs. The official ceremony took place on Thursday, August 29, 2024, at the HCRRUN headquarters in Lomé. Held under the auspices of the President of the HCRRUN, Ms. Awa Nana-Daboya, the ceremony was attended by several distinguished guests, including heads of institutions and senior officials from various ministerial departments.

As with other forms of reparation within the framework of transitional justice, restitution contributes to acknowledging the suffering and harm endured by victims, while helping to restore their dignity and that of their families. This form of restitution falls within the scope of Recommendation No. 34 of the Truth, Justice and Reconciliation Commission (CVJR), which seeks, as far as possible, to restore victims to the situation in which they were prior to the violations they suffered, particularly in cases involving material loss.

In her address, the President of the HCRRUN expressed her gratitude to the President of the Republic, H.E. Faure Gnassingbé, for his policy of openness. She also paid tribute to the memory of all victims who suffered harm during periods of socio-political violence.

“After several years of implementation, the broad principles, specific features, and priorities of the transitional justice process, as desired by the people and implemented in Togo, are now widely known. Within this framework, and in accordance with Recommendation No. 53 of the CVJR, the HCRRUN has, for more than six years, endeavoured to provide compensation to direct victims and their rightful heirs as a form of reparation, in line with the choices expressed by the people. The family of the late Colonel Tepe could not be an exception. A study was therefore conducted to identify the victims. Based on the database handed over by the CVJR, this study identified, in connection with the testimony concerning the late Colonel Tepe, a total of 24 individuals, including members of his family and close relatives, who subsequently received compensation,” stated Ms. Awa Nana-Daboya.

According to the HCRRUN President, the restitution of the late Colonel Tepe’s property to his family constitutes a tangible and undeniable outcome of the directives issued by the President of the Republic.

“The HCRRUN wishes to commend the children of the late Colonel Tepe for their courage and cooperation, thereby making them key contributors to the healing of the moral wounds and the material losses they have endured over the years. This spirit of sincere cooperation demonstrates that the children and the entire Tepe family placed their trust in the process established by the national political class under the leadership of the President of the Republic, H.E. Faure Gnassingbé, in pursuit of peace, social cohesion, and peaceful coexistence,” emphasized the President of the HCRRUN.

For Ms. Tepe Akouvi Emilie, née Gbikpi, spokesperson for the Tepe family, the restitution of their property is a living and undeniable testament to the successful completion of the process, the commitment to establishing the truth, and the sincerity demonstrated by the HCRRUN.

“Since the passing of our beloved father, a man who needs no introduction, our world seemed to have been plunged into darkness. No way forward appeared on the horizon. Disoriented and without support, we felt like a rudderless ship, abandoned at sea and tossed by raging waves and foam. Around us, the mountains seemed to tremble, and the ground beneath our feet seemed to give way. There was no one with whom to share our pain, no one to perceive the bitterness and sorrow engraved in our hearts. For us, Madam President of the HCRRUN, Ladies and Gentlemen, everything seemed lost. The requiem of our earthly existence had already been sounded. Yet the Almighty, the God of the poor, widows, and orphans, had not spoken His final word,” she testified.

She expressed her profound gratitude to the HCRRUN and, through it, to the Head of State and the Government for the reconciliation efforts undertaken in Togo.

It is also worth recalling that, with the support and guidance of the HCRRUN, a study conducted by Me André Sama, a bailiff, established and confirmed the unlawful occupation of the late Colonel Tepe’s property. The occupants were subsequently evicted in accordance with the appropriate legal procedures.
