The opening ceremony of the proceedings, chaired by the institution’s president, Ms. Awa Nana-Daboya, was attended by various dignitaries and guests.

The role played by LPC members since 2017 in Togolese communities remains significant and appreciated by all. They constitute endogenous mechanisms for conflict prevention, and the preservation and promotion of peace. As allies of HCRRUN, members of the Local Peace Committees contribute to the implementation of the reparations program and the recommendations of the CVJR. In this regard, the renewal of members and the strengthening of their capacities have become a necessity, given the challenges of the process on the ground following the choice of transitional justice.

Over three days, the 273 LPC members were enlightened on various themes, namely: the Transitional Justice process in Togo, an overview of the CVJR’s work, the origins and mission of HCRRUN, and the fundamental roles and mission of the LPCs: HCRRUN’s expectations. Participants were also equipped through presentations on the prevention and management of community conflicts, negotiation and mediation in community conflicts, and violent extremism: the role of LPCs in the fight against this phenomenon and their contribution to peaceful elections.

“The President of the Republic’s political philosophy, centered on the obligation of results, requires all state administrations and institutions to continually question their means of action in order to optimize their performance. It is with this in mind that, after several years of collaboration and in an inclusive dynamic with you, Ladies and Gentlemen, HCRRUN initiated an evaluation of your structures in 2022, which led to their restructuring in 2023. It should be recalled that this evaluation and the resulting restructuring were necessary, not only because of the dysfunctions observed in certain LPCs, but also due to the emergence of new threats such as terrorism and violent extremism,” emphasized the President of HCRRUN, Ms. Awa Nana-Daboya, in her opening remarks. She indicated that the main objective of this approach is to revitalize the LPCs to enable them to more effectively support localities in the prevention and management of community conflicts, peacebuilding, and the consolidation of national unity.

Bluntly, the President of HCRRUN specified that, in the face of the new context of terrorism and violent extremism, which calls for the birth of a new type of relationship between the defense and security forces, it is a matter for Togolese citizens to contribute to the cohesion of the actions undertaken by the government, through informed collaboration to counter the phenomenon.

The installation ceremony for the members of the Local Peace Committees ☮️ was marked by the presentation of sashes to each member, followed by useful practical advice given by the former Prime Minister and Special Advisor to HCRRUN, Me Joseph Kokou Koffigoh.

The High Commissioner for Reconciliation and Strengthening National Unity (HCRRUN) proceeded, on June 13, 14, and 15, 2023, in Lomé, with the installation and training of new members of the Local Peace Committees (LPC).
