After listening to presentations by HCRRUN high commissioners on the mission’s current status by President Mrs. Awa Nana Daboya, the reparation process by the second rapporteur Mrs. Claudine Kpondzo Ahianyo, and the involvement of the DSF in the process by the first rapporteur Dr. Evalo Wiyao, the representatives of the uniformed bodies expressed their satisfaction at being associated with the implementation of this mission.

“I am pleased that we, the Defense and Security Forces of the Togolese nation, are not being called upon for a reparation program by a foreign entity, but for our own people, and this touches us deeply, as the nation belongs to all of us, and a fortiori, the security of the civilian population. We have a duty to do everything possible to ensure that this population remains ours and peaceful,” declared Lieutenant-Colonel Fiawofia.

His satisfaction is shared by Divisional Commissioner Djobo Mikaël Kpandi, who believes that their presence at this meeting contributes to ” drawing everyone’s attention to the change in behavior we must adopt to transform our country and leave a better Togo for the generation that will follow us.” ” We are institutions of the Republic, and it is normal that we have our say in matters concerning our country. What can we contribute? First, it’s availability, as we are like a toolbox, and we must draw from the depths of Togolese genius, from the depths of the DSF, to move forward. I would like to conclude by saying that beyond our belonging to the DSF, it is the Togolese person who comes together to think about the future of Togo. Speaking of the Togolese, I would say that it is much more the Togolese man who needs to change, and who can change man if not himself?” added Commissioner Djobo.

For his part, the first rapporteur of the HCRRUN stated that if citizens’ rights are respected by the defense and security forces, many frustrations leading to social conflicts could be avoided, thus stimulating reconciliation.

“You know that for some time, particularly since 2006, the Head of State has undertaken a number of reforms within the DSF. These reforms are largely based on principles of national reality but also on principles of IHL… From this perspective, if these changes that the Head of State is driving within the DSF are well taken into account, it seems to me that in the exercise of their function, the DSF will ensure that citizens’ rights are respected. Once citizens’ rights are respected by their uniformed brothers, the frustrations that can generate social conflicts or social unrest can be dissipated, and this can be a stimulus to the national reconciliation process,” declared Dr. Wiyao.

The High Commission for Reconciliation and National Unity (HCRRUN) met this Friday, December 2, 2016, at its premises with representatives of the Defense and Security Forces (DSF) to discuss their contributions to the HCRRUN’s mission.
