Following the compensation phase, the institution chose to return to the communities to listen to them and gather their proposals for community and collective reparations. This approach aligns with the spirit of Recommendation No. 54 of the Truth, Justice and Reconciliation Commission (CVJR). It advocates for prioritizing community and collective reparations in situations of inter-ethnic conflict and using them as instruments to help restore cohesion between the groups concerned.

Indeed, over the course of three days, the discussions successively brought together various stakeholders from the prefecture: administrative and local authorities, traditional and religious leaders, community actors, women’s organizations, youth associations, Village Development Committees (CVD), Neighborhood Development Committees (CDQ), Local Peace Committees (CLP), and civil society representatives.

The consultations highlighted the concerns of the communities, but also their expectations for a future of flourishing and lasting social peace. During the discussions, consistent emphasis was placed on the need to select an initiative that could benefit the various segments of the population and contribute, beyond its primary purpose, to fostering reconciliation between communities.

A project selected by the communities

Following the consultations, the population of the Dankpen prefecture chose to build a Vocational and Technical Training Center (CFPT), which will be paired with a leisure area.

The choice of this project reflects a concrete expectation expressed by the various communities during the discussions. Vocational training is intended to provide opportunities for learning and skills development, particularly for young people, while the recreational space is designed to serve as a setting for interaction and sharing.

The project is intended to be unifying, thus both beneficial to the population and a driver of social cohesion.

A Memorandum of Understanding to seal and formalize the choice

The mission concluded with the signing of a Memorandum of Understanding between the populations of the Dankpen prefecture and the HCRRUN, formalizing the project selected following the consultations.

This agreement marks a new stage in the process of community and collective reparations. The documents were signed in Dankpen on October 1, 2026, by Colonel Akpamoura Koffi, Préfet of Dankpen, on behalf of the population, and by the Chairperson of the HCRRUN, Ms. Awa Nana-Daboya.

Through this initiative, HCRRUN intends to pursue in Dankpen a reparations approach that is not limited to addressing the consequences of the past, but also seeks to create the conditions for a more robust and sustainable coexistence.

A consultation and dialogue mission led by the High Commission for Reconciliation and the Strengthening of National Unity (HCRRUN) in the Dankpen prefecture concluded on Thursday, October 1, 2026, with the signing of a memorandum of understanding between the populations of the prefecture and the HCRRUN.
