This new phase primarily concerns victims of the wildlife-related incidents who gave their statements to the Truth, Justice and Reconciliation Commission (CVJR). For nearly two weeks, close to three hundred people have been transported to Lomé in small groups to receive compensation.

During this period of the coronavirus pandemic, this approach initiated by HCRRUN to alleviate the suffering of victims while awaiting their symbolic reparation has been widely welcomed by the populations of the Savanes Region in general and Greater Oti in particular. These populations wished to express their gratitude to the Head of State through HCRRUN.

Having come to see off the fourth group of victims transported to Lomé for compensation on Tuesday, July 21, 2020, the Canton Chief of Mango, El Hadj ……, publicly expressed the gratitude of his people.

“The people of Greater Oti as a whole have suffered since the period of independence, and even the advent of democracy did not improve the situation. However, steps have been taken since the advent of the current Head of State, particularly through the HCRRUN programme. We hope that, in keeping with his words, ‘never again on the land of our ancestors,’ we can all work with HCRRUN to make this a reality,” he declared.

The Canton Chief of Mango, who is also Vice-President of the Prefectural Council of the Regional Council of Traditional Chiefs representing Greater Oti, continued by conveying to the HCRRUN representatives present in the region as part of the mission to transport the victims “the honour and satisfaction felt by the people of Mango and its surrounding areas at seeing their daughter and sister at the head of this institution, and their wish to thank the President of the Republic for this.”

For his part, the Prefect of Oti, Colonel Wadja Gbandi, while welcoming the first group of victims upon their return to Mango on July 15, reminded them of the importance the Government attaches to the reconciliation process. This is why HCRRUN mobilized transportation resources to take them to Lomé, accommodate them, compensate them, and then bring them back home.

While once again conveying the apologies of the Head of State and the Government for all that they had suffered in the past, he called upon the victims to embrace mutual forgiveness in order to promote peaceful coexistence.

The long-awaited compensation of victims in the Savanes Region affected by the wildlife-related incidents and the Barkoissi conflict became effective on July 13, 2020. Following two postponements of its programme of activities, first due to the electoral period and subsequently to the state of health emergency declared in response to the coronavirus pandemic, HCRRUN launched an experimental phase consisting of transporting victims in small groups from their localities to Lomé to receive compensation.

This experimental phase will enable the Institution to adapt its procedures to the new health requirements and continue its activities in a safe and orderly manner.

HCRRUN resumed its activities to compensate victims of political violence in Togo on July 13, 2020.
