{"id":10323,"date":"2021-07-19T17:02:00","date_gmt":"2021-07-19T17:02:00","guid":{"rendered":"https:\/\/hcrrun-tg.org\/law-enforcement-and-security-personnel-who-are-victims-of-sociopolitical-violence-compensated\/"},"modified":"2026-07-05T11:57:17","modified_gmt":"2026-07-05T11:57:17","slug":"law-enforcement-and-security-personnel-who-are-victims-of-sociopolitical-violence-compensated","status":"publish","type":"post","link":"https:\/\/hcrrun-tg.org\/en\/law-enforcement-and-security-personnel-who-are-victims-of-sociopolitical-violence-compensated\/","title":{"rendered":"Law enforcement and security personnel who are victims of sociopolitical violence compensated"},"content":{"rendered":"\n<p>The High Commission for Reconciliation and Strengthening National Unity (HCRRUN) held, from Tuesday 13 to Thursday 15 July, at its headquarters in Lom\u00e9, a compensation session intended particularly for national police personnel who are victims of sociopolitical violence. For this session, nearly 90 police personnel victims, serving or retired, or their beneficiaries, have had their rights restored. These victims were identified either from the CVJR database or from the report of the independent special investigation commonly known as the &#8220;<em>Koffigoh Commission<\/em>&#8220;. This commission was set up to shed light on the violence following the unrest after the death of late President Eyadema and the 2005 presidential election.<\/p>\n\n<p>This is a symbolic reparation that is part of the transitional justice process chosen by Togo. It is a matter for the State, through the HCRRUN, to console and relieve these police officers who suffered harm from violence from 1958 to 2005. In other words, the State cannot express selective compassion for victims.<\/p>\n\n<p>Indeed, for decades, during public demonstrations, security lapses occur and law enforcement officers suffer attacks by groups of demonstrators. Sometimes, police stations are attacked and set on fire. During this violence, police officers were injured and others died or lost their property.<\/p>\n\n<p>The former Prime Minister and Special Adviser to the HCRRUN, Me Joseph Kokou Koffigoh, explained that in carrying out their mission, police officers are confronted with such lapses. In these situations, he said, when victims are counted, these police officers are &#8220;<em>forgotten<\/em>.&#8221; As the process is to strengthen national unity, Me Koffigoh considered that this session is above all an expression of compassion and recognition of the difficult mission of the victims. According to him, the reparations programme is designed on the basis of evidence and consists in ensuring that transitional justice effectively takes root in an inclusive manner.<\/p>\n\n<p>The victim beneficiaries of the compensation welcomed this HCRRUN initiative and paid tribute to the Head of State for his reconciliation policy. <em>&#8220;On behalf of all retired victim officers as well as those still serving, I would like to thank the President of the Republic for his security and reconciliation policy. Victims of sociopolitical violence during the maintenance of law and order, we express our gratitude to him. At any time, people think that the security forces always commit negative acts. We are deeply moved that today the HCRRUN is organising a session to compensate us, because among us, people have been assaulted and even killed and their property ransacked. It is not the act of financial reparation that matters but the fact of recognising what we do for this country. We are happy. We are in a transitional justice process. At certain times, it must be acknowledged that during our security missions, there are also excesses, and we wish to offer our sincere apologies to the Togolese people and ask forgiveness from all citizens who have been victims of our law-and-order operations,&#8221;<\/em> emphasised a victim, a retired police officer.<\/p>\n\n<p>Furthermore, other compensation sessions will be organised by the HCRRUN for the remaining victims from the ranks of the national police who have not yet been satisfied.
