{"id":10184,"date":"2016-08-30T11:50:25","date_gmt":"2016-08-30T11:50:25","guid":{"rendered":"https:\/\/hcrrun-tg.org\/tomorrows-republic-in-its-design\/"},"modified":"2016-08-30T11:50:25","modified_gmt":"2016-08-30T11:50:25","slug":"tomorrows-republic-in-its-design","status":"publish","type":"post","link":"https:\/\/hcrrun-tg.org\/en\/tomorrows-republic-in-its-design\/","title":{"rendered":"TOMORROW\u2019S REPUBLIC IN ITS DESIGN"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong><em>The different political systems and the issue of the term of office<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><em>By Prof. NAHM-TCHOUGLI Mipamb Guy<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">Can one, indeed, reasonably undertake a reform of the State without at the same time questioning the political system that drives the mechanisms of power, manages conflicts and allocates resources?<\/p>\n<p style=\"text-align: justify;\">Reform of the State is inseparable from reform of the political system itself, and more specifically from the way responsibilities are distributed within the executive, the place of the legislature in government work, and finally the autonomy of the judiciary as guardian of the rule of law.<\/p>\n<p style=\"text-align: justify;\">In this sense, the whole issue of State reform would come down to redefining the relationship between the practice of State power (the relationship between the executive, the legislature and the judiciary) and the administrative apparatus, the nature of their overlap, or their relative and reciprocal correspondence.<\/p>\n<p style=\"text-align: justify;\">The separation of powers is one of the major theories of constitutional law relating to the distribution of responsibilities within the executive, the place of the legislature in government work, and finally the autonomy of the judiciary as guardian of the rule of law. Theoretically, it is the separation of powers. It has two forms, based on two other theories:  <\/p>\n<ul style=\"text-align: justify;\">\n<li>The theory of popular sovereignty,<\/li>\n<li>The theory of national sovereignty.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The first theory is a utopia. The second seems more realistic and applicable, in that it implies a representative system. <\/p>\n<p style=\"text-align: justify;\">The theory of the separation of powers gave rise to two major political systems. Flexible separation of powers is the foundation of the parliamentary system; rigid separation of powers is the basis of the presidential system. Each of these systems has its own characteristics.
