For Joseph Obeng-Poku of Ghana, &#8220;the reform movement begins with the intention to remove obstacles to change or, at the very least, to improve the outcomes of change.&#8221; He specifies that if reforms originate from people, they are deliberately willed and planned; they are neither natural nor accidental.  <\/p>\n<p style=\"text-align: justify;\">As for Abdelhak Moussaddak of Morocco, he first summarized his country&#8217;s history, marked by human rights violations before the 1990s and subsequently by the implementation of reforms. He then emphasized that these reforms only became effective once political actors understood the necessity of living together. <\/p>\n<p style=\"text-align: justify;\">Speaking on the same subject, Tikonimb\u00e9 Koupokpa, a Jurist and Research Professor at the Faculty of Law of the University of Lom\u00e9, in his analysis of the importance of constitutional revision, described the unilateral revision procedure as risky and deemed a concerted approach desirable.<\/p>\n<p style=\"text-align: justify;\">On the theme of the New Republic of Tomorrow in its conception, Professor Mipamb Nahm-Tchougli observed that in Africa, political difficulties and conflicts are generally linked to the presidential system and especially to the Executive.
